Thursday Webinar: China’s New 5 Year Plan and Its Impact on Chemical Innovation

As a bit of background, the Chinese policy-planning system, modeled after the Soviet Union when the Communist Party took control of the country, is centered around Five-Year Plans (FYPs), which lay out long-term priorities for the government. Major government officials, financial institutions and large companies all align their strategies with the terms of the Plans. While in the first decades they had a stronger economic focus and were strictly implemented under central direction, they have progressively opened up to a more fluid guidance, and include social and environmental protection programs.

In the chemical industry, the traditional export-driven business model is giving way to increased technological competence and customization. Running from 2016 to 2020, the 13th FYP adopted last March features aggressive targets for economic growth, and places innovation at a core position for China’s development, with emphasis in several sectors, including science and technology. Under this plan, China must keep an annual growth rate of at least 6.5 percent in the next five years to meet its goal of doubling the 2010 GDP by 2020, which is faster than many analysts say is possible. This pressure may lower the priority of other objectives, from cleaning up pollution to opening up the financial system.

In addition to covering changing aspects of the Chinese chemical industry as it grows, the webinar will address the impact of the 13th Five-Year Plan on China´s chemical industry, with an emphasis on innovation and regulation.

With a doctorate in chemistry and a master’s in economics, Dr. Pflug has served as management consultant for the chemical industry for over 15 years, after an early career as chemical researcher. He has consulted primarily in Germany and China, and founded in 2009 in Shanghai his own niche consulting company, Management Consulting – Chemicals, which provides strategy, organization, marketing, sales and innovation consulting to the chemical industry in China and Asia.
